REPORT WRITER
1. GENERAL INFORMATION
LiveWell Colorado (LWC) is seeking proposals from professional writers for Cook for America™ School Meal Assessment Program.
The purpose of the Cook for America™ School Meal Assessment Program is to assess the capacity for public school districts to serve cooked- from-scratch meals in an effort to assist the districts in improving the quality of school meals served to students. LWC will work with food service directors and other district administrators to conduct a comprehensive evaluation of school districts’ food service programs and develop a unique action plan for each district to aid in the transformation of the program into a healthy cooked-from-scratch meal preparation system. The length of time required to complete each assessment will depend on the size of the school district. Assessments of smaller districts may take one to two weeks, while larger districts may require four or more weeks.
LWC is seeking professional writers who have a minimum of 5 – 7 years of writing experience.
2. BACKGROUND
Obesity in Colorado
Colorado is often touted as the “leanest” state in the nation, yet the obesity crisis here is still shockingly real. Fifty-five percent of Colorado’s adults are overweight or obese, as are one quarter of our children. The state’s obesity rate nearly doubled in the last 15 years and continues to climb. This alarming trend pervades the very fabric of our society, including increased chronic disease, higher insurance costs, a less productive workforce, and the economic burden of nearly $847 million spent on obesity-related medical expenditures each year in our state. LiveWell Colorado was created to take on the obesity issue which is far too costly to ignore.

About Cook for America ™ School Meal Assessment Projects
Cook for America™ School Meal Assessments are conducted by food systems consultant Chef Kate Adamick. The selected contractor will report to LiveWell Colorado’s Program Director and partner with Chef Adamick to write and edit reports reflecting Adamick’s findings and recommendations from the food service assessments. Adamick will have sole authority to determine the final content of the reports.
Components of the assessment projects include:
· Accompany Adamick on a tour of all school production and satellite kitchens in a school district to observe meal preparation and delivery during normal school hours.
· Review relevant legal and financial data such as district general and food service budgets, union contracts, purveyor contracts and other relevant information under the supervision and guidance of Adamick.
· Review general district and school-level policies and practices related to food and student wellness under the supervision and guidance of Adamick.
· Accompany Adamick to meetings with school district administrators and school board representatives.
3. SCOPE OF WORK
· Attend all school meal assessment meetings and evaluations during site visits
· Document school meal assessment meetings and evaluations to accurately reflect the writing style and ideas of Chef Adamick, who will be named author of the written material, and
· Translate technical information, including regulatory and financial data into easy to understand language for varying levels of audience sophistication.
Report Writer Deliverables
· Producing six meal assessment reports
The selected contractor will have knowledge of:
· Project Management skills
· Principles and practices of sound business communication.
· Research techniques, methods and procedures
· AP Stylebook
In addition:
· It is preferred, but not required that contractors have public health or education experience
· It is preferred, but not required that applicants have a strong financial background
4. PROPOSAL REQUIREMENTS
Responses must include the following information:
a) Contact name with telephone number, mailing address and email address
b) A proposal that demonstrates a minimum of 5 – 7 years of professional writing experience
c) Three to four authored documents of a similar, technical nature
d) A description of your interest and qualifications for this contract
e) Certificate of insurance
f) Copies of any business cards, brochures or other collateral materials
g) Three clients that could be used as references. Please provide name, title, telephone number, email address and a brief description of the work performed
5. TERMS OF CONTRACT
This is a two-year contract, with the second year renewal based on successful review by LWC after the first year. The start date for the contract is estimated to be October 2010 through September 2012. Strategic planning efforts will begin immediately upon approval of the contract.
The contract and specific terms for the compensation will be discussed with the selected contractor. At this time, the following general terms apply:
· In-state travel will be required, occasionally for consecutive weeks.
· The contractor will be required to provide LiveWell Colorado with monthly billings to include the actual hours of service and a detailed description of such service(s), by staff person, and the dollar amounts for each designated project. In addition, the contractor must provide supporting documentation on all items billed.
· Estimates of all expenses over $500 must be submitted and approved in writing.
6. PROPOSALS AND SCHEDULE
Interested parties should submit proposals electronically with REPORT WRITER in the subject line to contact@livewellcolorado.org by Friday, September 10, 2010 no later than 5 p.m.
The proposal narrative should be no more than 10 pages, with 12-point font and one inch margins. Supporting attachments are acceptable.
Proposals will be reviewed on an on-going basis upon receipt. All submissions will be acknowledged with an email response. LiveWell Colorado may contact a select few to schedule an interview at the LiveWell Colorado offices in Denver during the week of September 20, 2010. A final decision will be made following the interviews. Ultimately, final selection will be based on proven ability to do the work, value, and fit with the philosophy of LiveWell Colorado.
Reserves
LiveWell Colorado reserves the right to:
· Accept or reject any and all proposals.
· Negotiate a final work plan and contract amount for the proposal that, in its opinion, best reflects the process and outcomes that it deems appropriate.
